Orson Welles' South American film project was originally planned as a three-part documentary. The first section, a story of a Mexican boy and his bull, were to be directed by Norman Foster. The central part would have been set during Rio de Janeiro's Carnival, while the final section would recreate a daring sea voyage on a small raft by four fishermen from Northern Brazil to Rio. The actual film begins with a brief documentary about Orson Welles' adventures in Brazil and then presents the footages shot in Mexico by Foster, the complete final section on the raft and brief Technicolor rushes from Rio's festivites.
